I saw that the title was in Russian and was not surprised after watching the video.

No, it's because of Russian humour. We had a large Russian community in my high school and their humour was always similar to this and very nonchalant. There were a few Russian kids who were friends and would mess with the teachers by doing absolutely absurd things in a serious situation and keep a perfect straight face the entire time. They wouldn't laugh about it afterwards, either. I found that very similar to the video.
