Likely scenario is Rousey by submission She's already showed she can deal with bigger stronger strikers. Here is a video of Rousey vs Charmaine Tweet. Bear in mind Tweet is 6' tall and came down in weight. Budd is 5'8 and the same weight as Rousey.

surprised that budd's arm appeared fully functional after what seemed to be an elbow subluxation (if not full dislocation)

 

also, thing i noticed (armchair warrior tiemz!):

budd sort of seemed to facilitate rousey's work by just charging in with strikes, while rousey closed the distance even more to be able to grapple her, resulting in budd effectively killing her own striking capacity by putting herself more or less chest-to-chest with rousey. and at that range, olympic bronze medallist in judo > striking specialist, as we saw. i wonder what would happen if rousey faced someone with budd's striking prowess but more inclined to dishing it out at medium range and keeping her distance.
