The ATF hardly have a stellar record - at least going on what the public gets from the media at any rate. It was their agents that got smoked right off the bat by that nutcase in Waco - Branch Davidian whats-a-ma-call-it. On the other hand anyone in the post 9/11 era that thinks it's a bright idea to run around dressed like a ninja (which from the description equally sounds like a bankrobber or mugger or terrorist) pretty much gets what's coming to him.
