My question is do you think if the IBJJF removed there restrictions on leg locks, primeraily the no reaping the knee rule, or to term it properly and much less sensationally the no controlling the hip rule, and maybe allowing heel hooks at black belt 50-50 stalling in major gi comps would die a death ?

Yes, Reaping should be allowed, keep heelhooks for pro fights.

    What he said, mostly.

The "reaping" rule is asinine, as far as I'm concerned. It's the best LL control you can get from an initial entry, as far as I'm concerned, and keeps your own legs much safer than the 50/50.

I'm OK with HH's being kept out of the lower ranks, if they're banning other subs as well (wrist locks, neck cranks, compressors/slicers), but by brown/black, there's no reason they shouldn't be allowed, especially since they're legal in many cross-over competitions that higher ranked guys are likely to be participating in anyways.
