What he said, mostly. The "reaping" rule is asinine, as far as I'm concerned. It's the best LL control you can get from an initial entry, as far as I'm concerned, and keeps your own legs much safer than the 50/50. I'm OK with HH's being kept out of the lower ranks, if they're banning other subs as well (wrist locks, neck cranks, compressors/slicers), but by brown/black, there's no reason they shouldn't be allowed, especially since they're legal in many cross-over competitions that higher ranked guys are likely to be participating in anyways.
