Doesn't matter USTU is history, so their rules aren't relavent. USAT rules are now relavent. Mountainsage
As far as the judging criteria for forms...certified USTU referees are (should) be taught form application in their seminars....however it is all so subjective.There really isn't a criteria for Board Breaking....Our organization, The NTC (National Taekwondo Commission) has an outline for both forms and breaking... P.S: The USTU isn't gone yet....We will be going to the US Open in 2004...We'll see about the USAT
