A few non-binding resolutions, committees that the US can simply leave... the US has already broken the Geneva Convention and international human rights law without consequence, and Reagan already showed the country's willingness to break treaties regarding the weaponisation of space, even if the Star Wars programme didn't get off the ground. Whoever gets a toehold first will essentially control who gets to follow after them. I can't see any laws stopping the US from making sure it is them in control.
