I go with the theory mentioned earlier in this thread that it's a training philosophy to encourage good strong technique. Or to take advantage of the few opportunities that you might have.
Never really bought the "one hit kill" thing - I think it's become a kind of urban myth - like calling a shuto a "Karate chop" and thinking we can chop through bricks.
