Ask a magistrate of a city or county in the area of interest. They (or some similar title) are the legal authority to whom police take arrested subjects to, to be criminally charged.

i think its disgusting that weapons are illegal, we can't all be martial arts masters(i mean what if you're afraid of being assaulted)

People who don't know how to use weapons have a bigger chance of hurting someone or themselves, since they don't have the control.
