I'm going to get me some creatine in powder form. My budget is going to be $20 to $25 bucks. Is the more expensive stuff is much better?

Nope. The cheapest (but also pure) creatine monohydrate is usually the best unless you have experience with being a complete non-responder in which case CEE might be a decent option. As the dosage is lower it turns out to be not much more expensive.
