I am a skinner guy looking to look good, shed some fat gain muscle, so do i do track and lift about an hour every morning, or should i weightlift every day for two hours?

I'd say lift a few times a week for around 90min. More won't lead to better gains, possibly less gains if you overtrain. However as a newbie you can often get away with training more.

Then add the fitness training and healthy diet to lose fat.
