Is Shotokan karate a good martial art to be starting at?

No more or less then any other.

Depends on what you want to do and what you want to get out of it.

Start at? Should I assume you want to go into something else later on?

Not all styles work together. Doing one can actually hinder another.

All i want to get out of it is a good set of basic skills. What kind of martial art do you think would go well with shotokan

I'd say some kind of groundfighting art, such as Judo, Ju Jitsu, BJJ would complement it well. What do you have in your area?

Andrew is right, if you're looking to start Shotokan and go into JKD in a few years time (for example), you're probably better off just starting the art you want to do now, rather than "preparing" in another art first.

All depends on what Basic set of skills you want...

If you take Shotokan then go to Boxing/muay Thai/JKD/ or a good many other things you would likely have been better off without the shotokan...
