I'm flexible enough, but I never seem to be able to generate much power on the downward motion of this particular kick. What's the secret?

The secret is-don't bother with it as it's a pants technique!
A nutter mate, rigged up one of those crazy Kung fu devices you see in the Movies. Leg attached to rope, rope on pulley attached to something above (namely a beam in his house), weight on other end sort of thing-usually one of his small children hanging on it.
Guess what, it works! (His wife uses it as another clothes line-which he gets seriously peeved about), he now has more powerful Axe kicks.
I still chuck him about all over the place, but he does have a very nice Axe kick. So maybe cables and weight device if you are any good at making yr own equipment. Otherwise, go to a gym and attach a Cross cable to your leg and then do the movement in opposition to a weights stack. this will help you gain more power in that technique, but you will get some funny looks off the lifters there. and so on and so on.

Practise with a partner on the focus mitts to get accuracy then move onto thai pads to get power. Also try placing you foot on a bar and force you r weight onto it??
I agree with Sokklab not a great technique unless your into TKD.

Push forward with your hip as you strike and hook down with your leg bent as you connect. Don't hit with a straight leg......if you do and what you're hitting doesn't give...your knee will.
Use it sparingly!

strengthen the muscle thats used to bring the kick down. There are weight lifting techniques for it.
