does anyone know a substitute to this motion so instead of actually using a sledgehammer or axe to hit something, is there anything i can do to replicate this in the comfort of my own home?

Use a sledge hammer and tire. All though I'm sure you understand, check out rossboxing.com for some videos of this. ;)

im sure thats a bad idea, seeing as tyres are bouncy, and swinging something heavy at it will not be the best idea. Unless you are trying to condition your forehead for hammer attacks then go right ahead.

The hammer on a tire is quite a popular one; apparently Fedor Emelianenko does alot of it :)

Very popular one. Anyone in doubt needs to give it a try. The key is not only to hit the tire as hard as possible, but to bring the hammer back up with speed and control as well.
