Go to Tools > Internet Options > Advanced
Look for the "Microsoft VM" section and make sure you tick "Java console enabled"

I had this problme. It was pissing me off for weeks. Now, the million dollar question:
Do you have any anti-advertisment software running on your machine? Such as Ad-Muncher (http://www.admuncher.com/). Go there and find out what I'm talking about.
If you do have anything like that running:
Close down Hotmail IE Window.
Shut down/exit the ad program (or un-install).
Check Hotmail, see if it'll work.
Weird yes. But that was the cause and fix of my problem.
